This is a Verizon cell site that is shrouded at the Pine Bluffs apartments by Dublin and Rangewood.
Permit N18185: 6352 ROCKY BLUFF PT, COLORADO SPRINGS, CO, 80918
This site was hard to find because, for a while, the eNB 316793 had strongest signals at Woodland Hills and Rangewood, and the site is well hidden. (They were weaker than at Dublin and Rangewood.) For a while, eNB 16793 (red dot) was near Woodmen.
