This is a T-Mobile cell site on a low rooftop at 750 El Pomar Rd.
It's hard to see from the street because of the trees, but look carefully at this Google Street View (August 2023). As of September 2019, there was no cell site.
Speed test on 2023-12-22 from the sidewalk across the street with a Samsung Galaxy S22, *-50 dBm, 30.0 SINR, NR SA N41: 946.83/107.18 Mbps, 17 ms (results. This was the strongest cell signal I have ever seen.
