This is a Stingray-type cell-site simulator operated in the federally prohibited active mode by Hale County Sheriff David Cochran, former Plainview PD Chief Kenneth Coughlin & former longtime Plainview PD Chief Bill Mull. Current Plainview PD Chief Derrick Watson is aware that the device is used in violation of FCC regulations & in direct violation of the US Constitution & the Bill of Rights. Both District Judge Danah Zirpoli & DA Wally Hatch are aware but unconcerned because they also are thoroughly & unapologetically corrupt.
