I strongly suspect this is a cell-site simulator (CSS) illegally operated by Hale County (TX) Sheriff David Cochran or his authorized designees, former Plainview PD Chief Kenneth Coughlin & PPD Chief William "Bill" Mull. I say "illegally operated" because the criminally corrupt men have deployed the device in the so-called "active mode" on an around-the-clock basis since at least Summer 2014 in defiance of FCC regulations & federal law in order to maintain an iron-grip on all of my communications to prevent me from exchanging phone calls, texts, faxes, emails, etc with federal authorities, civil rights NGO's, lawyers, investigative journalists, etc. They do this to prevent me from informing anyone, & especially federal authorities at USDOJ's Civil Rights & Criminal Investigations Divisions, FBI, US Attorneys, Federal District Courts, etc of their many & serious crimes starting, of course, with "gang stalking" me longer than a decade on an around-the-clock basis. "Gangstalking" is a term used to describe local government-sponsored, law enforcement-coordinated illegal organized stalking of a single, targeted victim. It is referred to as "gang stalking" (and sometimes as "mob stalking") due to the overwhelming number of stalking participants who operate as a gang of stalkers & whose overt around-the-clock stalking efforts are coordinated by members of local law enforcement. While being stalked by them longer than a decade I have learned much about their stalking patterns & practices including several other crimes they have committed including 2 unrelated murders in 2019, cover-ups of both with participation by local & regional law enforcement agencies & their leaders, the July 2017 faked death of Hale County Constable W Mark Mull, the associated life insurance fraud, & reports by that constable, his family, & other local leaders connected to the affair of a shakedown of sorts, which created a feeding frenzy resulting in payouts to (or demands for payment from?) local officials including DA Wally Hatch, the aforementioned PPD Chief Ken Coughlin, & current Hale County Judge David Mull, who at that time was Hale County Sheriff. Judge David Mull is the brother of the aforementioned PPD Chief William "Bill" Mull who is the father of Constable W Mark Mull.
