The WCS eNB ID is the "regular" eNB + 2000.  For example, eNB 110102 (non-WCS) = 110102 + 2000 = 112102.  Note, these sites may not be at the exact same location.  For example, in Hope, BC, the WCS site is downtown while the regular eNB is on a nearby hillside.
